Work boots are not necessarily safety boots and some safety boots only provide protection to the toe.  A full safety boot is one which protects the toe and the bottom of the foot through the use of a mid-sole barrier which resists penetration of the boot.  With site rules increasingly strict, you need to be able to chose your boots according to the amount of protection required and on the options list should be things like how water resistant the boot is, whether you need them to be heat resistant or offer anti-static properties.
